| Costa Rica publishes new proposal for e-invoicing |

Tuesday 14th April, 2015 Costa Rica’s treasury department has recently published a final proposal in draft, which aims to resolve issues associated with its mandating electronic invoicing and optimise the current system’s performance. The modifications outlined in the new proposal, are based on Costa Rica’s previously launched electronic invoicing project. The proposal includes one standard for the structure of electronic documents such as invoices, receipts, credit notes, debit notes and waybills. It will also be mandatory to send electronic invoices to the tax administration to validate the format and signatures. For invoices involving contingency matters, the proposal contains technical and computing specifications for electronic documents that will indicate where users can type. There will be a separate area for exemptions or authorised purchases as well as one for tax, allowing the administration to incorporate an electronic stamp, an electronic authorisation code and a time stamping certificate. The electronic invoice project is still subject to modifications based on the suggestions of electronic billing providers that have been registered and authorised by Costa Rica’s Treasury Department. |
